EXECUTIVE DIRECTOR OF THE WEST PALM BEACH HOUSING AUTHORITY AND PRESIDENT/CEO OF THE HOUSING CENTER OF THE PALM BEACHES
The West Palm Beach Housing Authority (“WPBHA”) is seeking an experienced and qualified professional for the position of Executive Director of the WPBHA and President/CEO of the Housing Center of the Palm Beaches (“HCPB”). The successful applicant will be a proven leader in affordable housing management with the ability to maintain and expand existing housing resources, develop new housing and funding sources, optimize capital and housing expenditures and maintain full compliance with all programmatic regulations. Under the general direction of a seven (7) member Board of Commissioners, appointed by the Mayor of the City of West Palm Beach, the Executive Director will assume full responsibility for the WPBHA services and activities including overall operations and staffing, as well as planning, directing and implementing all policies, programs and services of the agency.
The Executive Director will advise and assist the Board of Commissioners and will represent the WPBHA before the public, media, governmental entities and any other parties having business with the agency.
The WPBHA has eighty (80) employees and an annual, combined, program budget of approximately $50 million. WPBHA and its affiliated entities own or manage 1,091 affordable housing units in Palm Beach County, Florida. Housing programs include Low Income Public Housing (“LIPH”), Rental Assistance Demonstration (“RAD”), Low Income Housing Tax Credits (“LIHTC”), PBV (“Project Based Vouchers”) and unassisted units. The agency also has an allocation of 3,571 Housing Choice Vouchers (“HCV”), including Veteran’s Affairs Supportive Housing (“VASH”), Family Unification Program (“FUP”), Non-Elderly Disabled (“NED”) and Project Based Voucher (“PBV”). The U.S. Department of Housing and Urban Development ranks the WPBHA as a High Performing Agency for its HCV and LIPH programs.
Educational requirements include a Master’s degree from an accredited college or university in Public Administration, Business Administration, Finance/Accounting, or a related field and five (5) years of full-time, paid, work experience in an executive or administrative capacity in public housing programs or related urban, economic, and community development programs, demonstrating leadership skills, knowledge of budgets and government funding. An applicant with a Bachelor’s degree from an accredited college or university, plus six (6) years of the above-referenced experience, may be considered.
