Under the supervision of the ED/CEO, the VP of Rental Assistance performs administrative and professional work in planning, organizing, and overseeing the Section 8 rental assistance programs currently consisting of over 4,000 units. The incumbent is responsible for overseeing specialized programs such as the Moderate Rehabilitation program, the Family Self-Sufficiency (FSS) program, the Section 8 Voucher Homeownership Program, the Section 8 Project Based Voucher Program and the Family Unification (FUP) program. All activities must support Knoxville’s Community Development Corporation’s (“KCDC” or “Authority”) mission, strategic goals, and objectives.




The VP of Rental Assistance directly supervises a Section 8 Housing Coordinator, a Section 8 Special Programs Administrator, a Homeownership Specialist, and an FSS Specialist. The position indirectly supervises Occupancy & Leasing Specialists, Sr. Occupancy & Leasing Specialists, Administrative Assistants and Admission & Occupancy Specialist.  



The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned, as needed.


Directs the work of staff including: assigning, planning, and reviewing work, evaluating work performance and completing performance evaluations, coordinating activities, maintaining standards, allocating personnel, selecting new employees, training staff, acting on employee problems, and recommending and implementing discipline.

Directs all activities and functions of the Section 8 housing program; promotes and markets the program; writes and updates the administrative plan, writes grant proposals to acquire additional vouchers and FSS funding.

Directs administration of the FSS program, ensures program activities are carried out in compliance with applicable regulations. Oversees grant applications and grant reporting as required.

Directs preparation and submission of required HUD reports for all assigned programs. 

Directs the development and implementation of departmental policies and procedures necessary to administer the Section 8 Voucher program, the Family Self-Sufficiency Program, the Section 8 Voucher Homeownership program, the Moderate Rehabilitation program, the Section 8 Project Based Voucher program and the Family Unification Program (FUP).

Reads and interprets HUD regulations, notices, policies, procedures, and memos relating to the operation and management of the Section 8 program; disseminates information to home owners, landlords, and tenants; informs subordinate staff members of new regulations and/or changes in current regulation and ensures that they are implemented and applied in the performance of duties.

Promotes constructive relationships between property owners, contractors, and Section 8 tenants; briefs property owners and tenants on program rules, regulations, policies, and procedures; mediates disagreements between tenants and landlords regarding the condition of units.

Meets and confers with governmental officials, representatives of social agencies, members of community and civic groups, members of the media, landlords, owners, and tenants regarding the programs and activities.

Supervises and participates in the preparation of regular and special reports.

Assesses and maintains budget for KCDC’s Section 8 and FSS programs.

Performs other duties as assigned.




Knowledge of the laws, regulations, rules, guidelines, policies, and procedures applicable to the administration of a Section 8 Voucher program, Section 8 Moderate Rehabilitation program, Section 8 Homeownership program, Section 8 Project Based Voucher Program, a Family Self-Sufficiency program and the Family Unification Program (FUP)

Knowledge of the HOME program and of the Federal Home Loan Bank (FHLB) grants and loans.

Knowledge of KCDC policies and procedures, organizational structure, programs, and objectives.

Knowledge of the methods, techniques, and practices of building management, maintenance, and repair.

Knowledge of real estate principles and the laws governing contracts and real estate transactions.

Knowledge of the principles and practices of supervision.

Knowledge of human behavior and social interaction as they relate to resident issues in housing programs.

Skill in the operation of common office equipment.

Ability to plan, organize, implement, and manage the Section 8 voucher program, Family Self-Sufficiency program, Section 8 Homeownership program, Section 8 Moderate Rehabilitation program, the Section 8 Project Based Voucher Program, the Family Unification Program (FUP) and to supervise and evaluate the work of subordinate personnel.

Ability to understand, interpret and implement laws, rules, regulations, guidelines, policies, and procedures relating to the Section 8 voucher program, Family Self-Sufficiency program, Homeownership program,  Moderate Rehabilitation program and the Family Unification Program (FUP)

Ability to prepare comprehensive reports of moderate complexity.

Ability to communicate effectively, both orally and in writing.

Ability to establish and maintain effective working relationships with internal customers, external customers, governmental officials, representatives of social agencies and civic groups, homeowners, landlords, residents, and the general public.

Ability to oversee the hiring of new employees, evaluate performance of subordinates accurately and timely, correct deficiencies, and guide and assign personnel.

Ability to establish, monitor, and achieve objectives through skillful delegation of duties.

Ability to orient other employees and to explain organizational policies, rules regulations, and procedures.

Bachelor’s Degree in business administration, public administration, or related field and a minimum of five (5) years of experience in real estate management, with a minimum of two (2) years of experience in a supervisory capacity. Master’s Degree preferred. An equivalent combination of education and experience may be considered.




Section 8 Management Certification and Certified Property Manager (CPM) preferred.


Some positions may require possession of a valid driver’s license and the ability to be insurable under the Authority’s automobile insurance plan at the standard rate.
