KCHA is currently recruiting for a talented Administrative Program Manager - Moving to Work (MTW) to join the Social Impact department located in Tukwila, Washington.
The MTW Program Manager leads policy development, analysis, and agency reporting involving the federal Moving to Work program and other Social Impact initiatives. The position initiates and maintains strategic partnerships to create and implement innovative, cross-sector policies and programs to improve housing, health, and other outcomes for households served by the agency’s federally-subsidized programs, and related work as apparent or assigned.

- Manages and ensures agency compliance with federal regulations under the Moving to Work (MTW) program; tracks MTW-related issues; reviews notices and proposed rules; drafts comments and coordinates with the U.S. Department of Housing and Urban Development (HUD) for clarification when necessary.
- Prepares the agency’s MTW Plan and Report and its submission to the HUD; interprets federal regulations; oversees MTW activities for compliance; evaluates the impact of new federal rules and regulations; ensures that the agency meets the MTW planning and reporting requirements and associated deadlines.
- Leads strategic efforts with agency leadership to evaluate and establish new policies and programs within the development of an annual agency-wide MTW Plan; leads the community engagement process for MTW; implements processes to synthesize plans and progress by other departments; discusses policy development and provides guidance for department leaders.
- Conceptualizes, develops, and executes policy initiatives for the agency; develops and coordinates cross-sector, strategic partnerships with local, state, and national organizations; provides project management for agency's work in developing long-term policy strategies; fosters cross-sector partnerships.
- Conceptualizes, develops, and disseminates various agency reports to communicate policy and program initiatives and impacts, research and evaluation findings, and other topics; leads the writing, editing, review, and production processes for reports; and convenes and consults agency leadership in the development of report content.
- Represents the agency at external meetings and industry conferences.
QUALIFICATIONS AND COMPETENCIES:
- Bachelor's Degree in Public Policy/Administration, Economics, Organizational Development or closely related field AND
- Four years of experience in policy development, strategic planning, project management, analysis OR
- An equivalent combination of experience and education that provides the necessary knowledge, skills, and abilities to perform the essential functions of this position.
Required Knowledge, Skills, and Abilities:
- Thorough knowledge, understanding, and ability to interpret federal and state regulations, policies, and procedures related to affordable housing, U.S. Department of Housing and Development (HUD), and applicable federal, state, and local laws, and regulations, policies, and research regarding Moving to Work (MTW) projects, practices, and programs.
- Knowledge of principles, methods, and applications of research, evaluation, and statistical analysis.
- Applies effective written and verbal communication techniques to convey clear and timely messages to internal and external stakeholders; communicates clearly and effectively via multiple methods.
- Prepares clear and concise reports.
- Presents proposals and recommendations clearly, logically and persuasively.
- Interprets and explains complex data analyses and research findings for technical and non-technical audiences.
- Ability to exercise independent judgment, using analysis, experience, and perspective in solving problems or communicating decisions or actions.

Salary & Benefits:
The salary range for this position is $76,087.90 - $90,000 annually. A comprehensive health care benefits package for you and your dependents includes medical, dental and vision insurance, life and long-term disability insurance plans, vacation, sick and personal leave, tuition reimbursement, and retirement benefits are also available.
