Miami-Dade Public Housing and Community Development Department (PHCD) manages more than 9,000 public housing apartments and provides financial help through the federal Section 8 program to more than 17,000 families. Our support services include assisted living facilities for the elderly and self-sufficiency programs for our tenants. We rely on federal and state grant programs to fund our programs. We work closely with the U.S. Department of Housing and Urban Development's (HUD) on our public housing and, with the State of Florida, the development of affordable housing.
This is a highly responsible professional managerial work in the administration of federally sponsored rental housing for PHCD. An incumbent in this class is responsible for public housing inventory, management of property management staff, familiarity with public housing and other HUD affordable housing programs. In addition, the incumbent must have extensive experience in managing the physical upkeep of affordable multi-family properties and planning, directing and organizing rental housing programs. The incumbent must provide documented evidence of success in managing work orders, and receiving exemplary scores under the Physical Assessment Subsystem (PASS) and the Public Housing Assessment System (PHAS). At the direction of the Department and Division Director, responsibilities include directing and coordinating key aspects of the rental housing program including oversight of preventative maintenance, inventory, property management inventory and resident leasing programs; developing policies and procedures, and ensuring program and case compliance with local and federal regulations. The incumbent exercises considerable independent judgment in the application of the principles of management to the administration of public housing programs.
Candidates must have the minimum qualifications which include a bachelor’s degree and a minimum of four years of professional administrative experience in a major component of public housing such as project management or policy development. Additional related experience may substitute for the required education on a year-for-year basis. The incumbent must obtain a Public Housing Management Certification by a national public housing accrediting organization such as Nan McKay or Quadel, within one year of hire. The ideal candidate will have experience in facilities and maintenance oversight.
The incumbent must have a thorough understanding and demonstrated success in implementing public housing property management programs that meet PHAS performance standards for housing authorities with at least 2, 500 Annual Contribution Contract (ACC) units. Five years of professional management experience in public housing is desired. Additionally, the incumbent requires exceptional verbal and written communication skills necessary to effectively communicate with program staff, residents, industry professionals and community partners. Knowledge and experience of housing management principles, contract management, lease enforcement, occupancy monitoring, site inspection and emergency response procedures to include working with the United States Department of Housing and Urban Development (HUD) rules and regulations is needed. Evidence of knowledge and experience of this subject must be included in the incumbent’s resume.
