The Housing Program Coordinator position with the City of Charlottesville performs responsible professional work in the handling of a variety of assignments in the Housing and Redevelopment Division of the City Manager’s Office and does related work as required. Work is performed under the regular supervision of the Redevelopment Manager and supervision is exercised over subordinate personnel. Primarily and most frequently, work done is performed independently with diverse functional aptitude related to affordable housing, grants, and planning. The ability to effectively communicate with and train others is incumbent.
The salary range will be between $58,848.55 and $74,852.96 annually. This is a full-time, exempt, position. Starting offer is based on applicable education, experience, and internal equity. - Participates in the identification, research, planning, development, and implementation of existing, new and/or modified programs/policies/ordinances that would promote and enhance affordable/workforce housing goals and objectives of the City; performs the necessary research and analysis to justify the appropriateness of implementing the proposed programs/policies/ordinances; prepares presentation materials and background documentation; presents and responds to inquiries regarding proposed program/policy/ordinance matters; and monitors approved policy/project/ordinance success using appropriate tracking and feedback systems.
- Provides responsible staff assistance for complex technical, and administrative support to other staff, commissions and committees as may be requested by the City Manager/Redevelopment Manager; researches, prepares, and presents technical, fiscal, and administrative studies, surveys, and reports as may be required.
- Participates in the development, administration, and monitoring of Charlottesville Affordable Housing Fund (CAHF) budget and fiscal activities, including requesting assistance from the Capital Improvement Program (CIP) Fund, making recommendations for funding assistance, overseeing use of grant agreements and implementation as necessary (including processing of invoices for payment), tracking requisite expenditures from approved projects and helping to identify future funding needs.
- Maintains and updates various databases and filing and record keeping systems for affordable housing and proffers; participates in researching and collecting data and information for inclusion into database and record keeping systems; conducts complex surveys; produces reports from database(s); and distributes requested information to appropriate parties in a timely manner including reports.
- Directs, monitors, and evaluates the work of assigned consultants, contractors, and/or grantees according to City's policies and pertinent agreements/contracts; assists in the development of appropriate agreement/contract language; provides clear, concise, and consistent direction; acts as a resource and City's representative to consultant, contractor, and/or grantee regarding administrative and operational policies, procedures, and guidelines; advises appropriate parties of any problems in a timely manner and strives to identify implementable options.
- Responsible for preparing various elements of the general/comprehensive plan (e.g., social, economic, physical and facility planning, housing and neighborhood, historical preservation and capital improvement planning) with a focus on affordable housing.
- Serves as a technical resource and initial contact person for public inquiries and requests for information related to affordable/workforce housing; provides requested data, answers questions, and refers inquiries to the appropriate resource, as necessary.
- Attends and participates in professional group meetings; keeps informed of new trends and innovations related to the affordable housing field.
- Provide support to the City Manager’s office, Redevelopment Manager and City's Grants and Section 3 Coordinator and interns (as available).
- Serves as staffing liaison to the Housing Advisory Committee and regularly attends City Council, Planning Commission and other meetings as necessary.
- Performs related tasks as required.
- Any combination of education and experience equivalent to a Bachelor’s degree from an accredited college or university.
- Minimum 5 years of progressive professional work in affordable housing policy, planning and development related work.
- Master's Degree in Public Administration, Policy Studies, Planning, Architecture or closely related field is preferred.
- Housing Development Finance Certification or equivalent preferred.
- Work experience with managing projects which involve politically sensitive or controversial issues.
- Senior level work experience in an office/department/division of housing for a city or county, housing trust, Low Income Housing Tax Credit (LIHTC) entity, housing authority, public housing management company, or non-profit housing provider, resource leveraging.
- Senior level work experience within the non-profit or for-profit affordable housing development arena.
