Full Job Description: 

CLPHA seeks an experienced Research and Policy Director who will manage CLPHA’s portfolio of issues related to public housing and the Housing Choice Voucher Program in addition to other place-based policies and programs, including the Low-Income Housing Tax Credit Program and the Rental Assistance Demonstration.

CLPHA is an industry thought leader that has provided key strategy and support for multiple affordable housing initiatives, including Moving to Work, preservation of public housing stock through the Rental Assistance Demonstration program, and ensuring that voucher holders have access to neighborhoods of opportunity. As momentum builds around expanding the Housing Choice Voucher program and strengthening supports for federally assisted households, CLPHA seeks a dynamic, forward-thinking colleague with a passion for and substantive knowledge of low-income housing who can shape CLPHA’s advocacy efforts. Applicants must be comfortable working in a small-staff environment that encourages the interplay of ideas, be highly team-oriented, and be able to take initiative and work independently on multiple projects simultaneously.

JOB RESPONSIBILITIES 

Duties of the Research and Policy Director include: 

  1. Developing a research and policy agenda in collaboration with CLPHA leadership, board, and committees  

  1. Advancing CLPHA’s agenda through written products, communication with members, and active participation in industry coalition groups 

  1. Communicating policy positions through materials such as white papers, briefs, and testimony 

  1. Maintaining knowledge of current research on affordable housing programs and applying relevant findings to CLPHA’s current policy priorities 

  1. Advocating for CLPHA’s positions on housing policy issues before key stakeholders including HUD staffother Administration officials, Congressional staff, and other industry experts, and representing CLPHA at high-level meetings 

  1. Collaborating with Communications staff on activities that build support for CLPHA’s policy priorities and provide regular and timely updates to CLPHA members and partners, including analysis, research, comments, and other communications across CLPHA’s media platforms 

  1. Leading member engagement activities on a regular basis, including calls, webinars, committees, and working groups, in collaboration with industry partners, research firms, and other stakeholders 

  1. Leading CLPHA’s efforts on supporting external research projects consistent with CLPHA’s mission and strengthening internal research capabilities 

  1. Collaborating with and providing supervision for CLPHA’s Policy and Research Analyst on housing policy issues 

 

QUALIFICATIONS 

  1. Interest in affordable housing policy and a commitment to CLPHA’s mission of supporting PHAs and their residents. Preference for candidates with a background in working with assisted housing programs, including research, evaluation, or advocacy  

  1. Master’s degree in a related field, such as public policy, public administration, and social work plus ten or more years of relevant work experience 

  1. Content expertise in one or more low-income housing programs, including public housing, the Housing Choice Voucher Program, or homeless service and prevention 

  1. Knowledge of research, statistical, and analytical methods and processes as applied to policy and data analysis 

  1. Sophisticated understanding of the role of racial discrimination in housing policy and a commitment to advancing racial justice through policy priorities that address racial equity 

  1. Strong written, oral, and strategic communications skills, with experience in communicating complex policy issueand research findings to a variety of audiences 

  1. Strong interpersonal skills with the ability to interact with a wide variety of stakeholders, including CLPHA members, industry partners, HUD staff, and Congressional staff 

  1. Experience working with federal or state legislative branch within the context of housing policy 

  1. Proficiency or willingness to become proficient with fundamental productivity software programs and cloud-based systems such as Microsoft OneDrive and Slack

The Council of Large Public Housing Authorities (CLPHA) is a national non-profit organization that works to preserve and improve public and affordable housing through advocacy, research, policy analysis, and public education.

CLPHA's 70 public housing agency members represent virtually every major metropolitan area in the country. Collectively they manage over 40 percent of the nation's public housing program; administer about one-third of the Housing Choice Voucher program; and operate a wide array of other housing programs including the innovative Moving to Work (MTW) Program and the Rental Assistance Demonstration (RAD).
