Job Summary

Provides various Housing Authority software support and training users on how to appropriately utilize their computer systems. Consulting with managers to determine what role the systems play in the business. Testing the systems on a regular basis to ensure quality and function, Writing instruction manuals for systems. Choosing and configuring the hardware and software of a system and brainstorming new ways to add more functionality to systems.


Essential Job Functions

Provides technical computer assistance/information to users and is responsible for the development, upkeep, and maintenance of computer-related software (e.g., Dynamics, website(s), and SharePoint); maintains existing programs and optimizes them as required to improve efficiency; researches alternative approaches for enhancements/modifications to existing software and hardware when standardized approaches cannot be applied; troubleshoots and corrects complex computer-related problems (e.g., database design; major system errors).

Provides various Housing Authority software support; assists computer users with hardware and software questions and problems, fielding telephone calls and e-mail messages from users seeking guidance on technical problems; investigates, diagnoses, and resolves problems on all computer equipment including network devices and servers to minimize downtime of applications and personnel; verifies that scheduled computer production processing is completed and distributed to all internal and external customers on time; maintains the call-tracking database and regularly updates clients and I.T. management on problem resolution status; provides end-user training on developed or enhanced application software and hardware.

Attends meetings and serves on committees, as directed; attends training and seminars, as directed.

Demonstrates regular and predictable attendance.

Maintains required licensure and certification.

Meets all job safety requirements and all applicable OSHA safety standards that pertain to essential functions.



Performs other related duties as assigned.


Qualifications and Knowledge

Knowledge of:  office practices and procedures; *Agency/department goals and objectives; *Agency/department policies and procedures; *workplace safety practices and procedures; *personnel rules and regulations; computer software; state, federal, and local laws and regulations; employee training and development; local geographical area; English grammar and spelling; I.T. best practices; software install/uninstall procedures; modern computer skills and computer applications; troubleshooting computers and various software; standard principles, policies, procedures, and techniques of basic networking and telecommunications; peripherals, hardware installation, and software packages; large and small Information Technology/computer projects/disciplines relevant to Authority needs; .NET technologies; web client technologies; SQL data querying and analysis tools.


Qualifications: Possession of a Bachelor’s degree from an accredited college or university in computer science, business administration, or related field; two (2) or more years of related experience and training; or any equivalent combination of education, experience, and training which provides the required knowledge, skills, and abilities.


Skill in:  Calculator, computer, computer software (e.g., Microsoft Office, Outlook, and other Microsoft Office tools, SQL Server Management Studio, Visual Studio, SharePoint Designer, Dynamics Great Plains, and other applicable computer software), mobile phone, fax machine, copier, scanner, telephone, postage machine, and other standard modern business office equipment, drill. Word processing; computer operation; use of modern office equipment.


Ability to: Carry out a variety of instructions in written, oral, picture, or schedule form; deal with many variables and determine specific action; define problems, collect data, establish facts, and draw valid conclusions; exercise independent judgment and discretion; read, copy, and records figures accurately; add, subtract, multiply, and divide whole numbers; calculate fractions, decimals, and percentages; copy records precisely without error; complete routine forms; prepare routine correspondence; compile and prepare reports; respond to inquiries from public and/or officials; communicate effectively; train or instruct others; understand a variety of written and/or verbal communications; maintain records according to established procedures; develop and maintain effective working relationships; resolve complaints; travel to and gain access to work site; comply with the Authority’s and department’s technical standards; think logically in solving problems assigned; multi-task; oversee and perform design, development, implementation, and support of software systems.



Employee has exposure to chemical compounds found in an office environment (e.g., toner, correction fluid, etc.); this is considered sedentary work, and the employee must demonstrate the ability to perform the physical demands required of the position in accordance with the U.S. Department of Labor’s physical demands strength ratings.

In cases of emergency, unpredictable situations, and department needs, may be required to lift, push, pull, and/or carry objects heavier than D.O.L. strength ratings recommend.
