King County Housing Authority (KCHA) is currently recruiting for a talented Administrative Program Manager to join the inaugural Office of Equity Diversity and Inclusion (EDI) located in Tukwila, Washington. The successful candidate will assist KCHA to promote local economic development and individual self-sufficiency to ensure employment and economic opportunities are available to low-income residents and businesses and will lead implementation of HUD’s Section 3 Rule.
Furthermore, KCHA aspires to become an anti-racist organization both within the agency and in the communities it serves. Acknowledging a range of intersectional identities and placing an intentional emphasis on racial equity, KCHA established the Office of EDI to help shape and lead organization-wide strategy to embed EDI into every aspect of KCHA’s work. The Office of EDI provides agency-wide support, including to the Board of Commissioners, needed to help KCHA live out EDI values in its work every day to enhance and achieve KCHA’s mission, vision and strategic goals.

Under the supervision of the inaugural Senior Director of the Office of EDI, a member of the KCHA’s Executive Team, the Administrative Program Manager will help amplify KCHA’s key messages to reach and engage hard-to-reach and/or underrepresented populations. The Administrative Program Manager will be managing, evaluating and overseeing the implementation of HUD’s new Section 3 rule and providing agency-wide support to develop, oversee and evaluate multicultural and multilingual outreach and engagement initiatives, including but not limited to, facilitating workforce development strategies, maintaining databases, presenting information, preparing and reviewing procurement processes (subject to Section 3 requirements). Responsibilities include assisting prospecting Section 3 job seekers and businesses, updating KCHA’s website with up-to-date information related to KCHA’s Section 3 Program, conducting compliance reviews; preparing and reviewing procurement processes related to Section 3 requirements, and ensuring agency-wide participation and compliance.

- Program Management: Plan, organize, and evaluate initiatives and activities aimed to support KCHA's Section 3 and other EDI programs. Analyze, develop, and implement policies and procedures applicable to Section 3 and other EDI programs and initiatives. Participate in developing, implementing and evaluating plans, work processes, systems and procedures to achieve annual goals, objectives and work standards. Serve on a variety of committees and task forces, including spearheading a Regional Section 3 Council. Prepare statistical and operational records and reports. Attend technical workshops, professional development opportunities, and local meetings to stay abreast of current trends and issues impacting Section 3 Programs.
- Program Development & Assessment: Collaborate with KCHA's contract managers to monitor the efforts of contractors, subject to Section 3 requirements, to actively target/engage Section 3 participants and MWBEs in new Section 3 opportunities (jobs/contracting). Including direct involvement in the entire procurement process includes preparing solicitations, monitoring contract compliance, contract closure, and any other related tasks. Create, modify and review purchasing solicitations for contract managers to ensure the inclusion of viable jobs, training and/or contracting opportunities for Section 3. Research, prepare and coordinate written responses to address program deficiencies and/or concerns cited by internal and external stakeholders, including but not limited to KCHA management, HUD, independent auditors, and participants. Coordinate Section 3 activities with other KCHA Self-Sufficiency initiatives and any other programs offered by private/public community partners. Develop a Section 3 training curriculum aimed to increase awareness of KCHA's procurement processes subject to Section 3 requirements. Develop, implement and evaluate a mechanism to provide technical assistance live, on-demand and/or recorded to potential Section 3 Workers, Businesses and/or Managers of Contracts subject to Section 3 requirements.
- Section 3 Networking, Outreach & Program Support: Develop and maintain a network of public and private partners who will train, employ and assist with business development opportunities for Section 3 participants. Provide agency-wide support aimed to assist Section 3 participants in eliminating barriers negatively impacting acceptance/retention in jobs, training, and contracting opportunities. Implement marketing and outreach campaigns to target and engage Section 3 participants defined as extremely low and low-income job seekers and business owners, including Minority/Women-Owned Business Enterprises. May lead outreach efforts for third-party vendors and other key stakeholders to supplement KCHA's Section 3 staffing and partnership opportunities. Guide Section 3 job seekers and businesses through the application process. Maintain Section 3 plan and agreements. May negotiate and resolve disputes with customers (internal and external) regarding program requirements, operations and procedures. Conduct and respond to request for Section 3 compliance reviews. Conduct compliance reviews and/or monitor reports to ensure Section 3 meets annual goals, to the greatest extent possible. Provide technical assistance to help potential bidders, contractors, and/or subcontractors create innovative Section 3 opportunities.

QUALIFICATIONS AND COMPETENCIES:
- Bachelor's Degree in Business Administration, Economics, Public Administration, Public Policy or closely related field AND
- Three years of experience with Section 3, public housing programs, contract administration, program development, implementation and/or evaluation OR
- An equivalent combination of experience and education that provides the necessary knowledge, skills, and abilities to perform the essential functions of this position.

- Thorough knowledge, understanding, and ability to interpret federal and state regulations, policies, and procedures related to HUD’s Section 3 program and/or other programs aimed to increase economic self-sufficiency and promote equity, diversity & inclusion.

Salary & Benefits:
The salary range for this position is $82,547 - $108,000 annually.
