Summary
The Community and Economic Development (CED) Supervisor plays a vital leadership role in overseeing programs that support families and youth from pregnancy through young adulthood, with a focus on promoting economic self-sufficiency and educational achievement. This supervisory position is responsible for implementing Elm City Communities’ (ECC) Moving to Work (MTW) Family Self-Sufficiency (FSS) program and youth achievement initiatives under the ECC Believes framework.
The CED Supervisor may be assigned to adult self-sufficiency and/or youth achievement programs and will ensure that services are delivered in alignment with program design, HUD guidelines, and ECC’s mission. This includes managing staff, assessing program effectiveness through qualitative and quantitative metrics, and coordinating with internal teams and external partners.
The incumbent must be flexible and responsive to evolving HUD, federal, and state regulations. Additional duties may be assigned as necessary to ensure compliance and to meet the changing needs of the agency and the communities it serves.
Key Responsibilities
Program Oversight & Development
•Lead the implementation of MTW FSS programming, including pathways to skilled training, secondary education, entrepreneurship, homeownership, and workforce development.
•Oversee ECC Believes youth initiatives, including child development, youth leadership, social-emotional programming, and coordination with service providers.
•Collaborate with the CED Manager to develop and oversee site-based curricula for adult and youth programming.
•Coordinate educational and job development offerings for ECC residents, including onsite classes and partner-led programs. •
Develop and maintain a service matrix that reflects the needs of ECC youth and families.
Staff Supervision & Collaboration
•Supervise MTW FSS Coordinators and the CARES Program Coordinator to ensure residents are assessed, service plans are developed, and goals are met.
•Work closely with Resident Service Coordinators to ensure seamless service delivery.
•Train new staff on program procedures and provide ongoing guidance and support.
Community Engagement & Partnerships
•Serve as ECC’s representative on youth-related issues and collaborate with educational institutions to improve student attendance and academic achievement.
•Build relationships with school administrators, counselors, and social workers to address truancy and absenteeism.
•Act as liaison between families, ECC staff, and third-party service providers.
•Participate in community-wide events, Program Council, Tenant Resident Councils (TRCs), and Resident Advisory Board (RAB) meetings.
Program Evaluation & Reporting
•Produce quarterly MTW FSS Program Progress Reports and Work Plans.
•Provide written reports on program goals, objectives, and outcomes using statistical and qualitative data.
•Maintain confidential record-keeping systems and ensure compliance with HUD and ECC policies.
Resource Development & Compliance
•Identify grant opportunities, write proposals, and secure funding to support youth and family services.
•Monitor and oversee contracts with local agencies offering educational, nutritional, life skills, prenatal care, and employment services.
•Coordinate training for MTW FSS households on Section 8 and Public Housing policies.
•Manage the Section 8 Homeownership Program in conjunction with MTW FSS efforts.
•Staff the ECC Program Coordinating Council, develop meeting agendas, and serve as recording secretary.
Knowledge, Skills, and Abilities
•Deep understanding of social services, workforce development, and motivational strategies for work-able adults.
•Strong knowledge of child and adolescent development and family systems. •
Excellent oral and written communication skills; proficiency in Microsoft Office and project management tools.
•Ability to develop program procedures, analyze data, and propose actionable solutions.
•Skilled in building partnerships with community organizations, educational institutions, and service providers.
•Familiarity with HUD regulations related to MTW FSS and Section 8 Homeownership.
•Ability to handle confidential information with discretion.
•Bilingual in Spanish preferred but not required.
Education and Experience
•Bachelor’s degree in social sciences, public administration, social work, or a related field.
•Minimum of two years of experience working with low-income or assisted housing populations; three years preferred.
•Prior experience managing an FSS Program is highly desirable.
•Must obtain MTW FSS Program Certification within one year of employment.
Work Schedule
This position requires an alternative work schedule to accommodate program offerings and ensure accessibility for work-able adults and youth participants.
