Job Summary
The Finance Manager – Tax Credit Properties is responsible for overseeing general accounting and financial control functions across multiple asset management entities within Elm City Communities (ECC). This includes the preparation of monthly, quarterly, and annual financial statements, general ledger reconciliations, financial analysis, and responding to investor inquiries. The Finance Manager ensures compliance with HUD-approved requirements (where applicable), Generally Accepted Accounting Principles (GAAP), and internal financial policies to produce accurate, timely, and actionable financial information.
This position supervises and trains finance staff, manages the Accounts Payable function for all ECC entities, and plays a key role in strategic financial planning and operational efficiency. The Finance Manager reports directly to the Vice President of Finance and works closely with the Senior Vice President of Finance, I.T. & Administration, and other internal and external stakeholders.

Due to the evolving nature of HUD regulations, tax credit compliance, and financial reporting standards, additional duties may be assigned to ensure continued accuracy, compliance, and responsiveness to organizational needs.
 

Essential Functions
 

Financial Management & Reporting
•Oversee general ledger activity and detailed financial transactions for multiple asset management sites and entities.
•Prepare and issue monthly, quarterly, and year-end financial statements; analyze budget-to-actual performance and provide commentary on significant variances. •
Monitor accounts to ensure accurate classification of expenditures and documentation.
•Prepare and review journal entries, non-routine transactions, and cost allocations.
•Ensure timely monthly bank reconciliations and financial closings.
•Prepare and/or review federal and state tax returns and regulatory reports as required.
Compliance & Internal Controls
•Implement and maintain accounting, property management, budgeting, and internal control protocols in accordance with GAAP, HUD requirements, and ECC policies.
•Ensure compliance with audit standards and prepare all necessary documentation for independent audits.
•Maintain a high level of expertise in asset management accounting and stay current on regulatory changes.
Analysis & Strategic Support
•Interpret financial results and provide recommendations for budget control, cost reduction, and operational improvement.
•Develop charts, graphs, and statistical summaries to communicate financial performance and trends.
•Assist in the design and implementation of accounting-related software and automation tools.
•Support strategic planning and action plans in collaboration with senior leadership.
Accounts Payable Oversight
•Manage invoice processing across all ECC entities to ensure timely and accurate payments.
•Monitor cash flow and outline projections to support financial planning.
Staff Supervision & Development
•Supervise and train finance staff to ensure high performance and professional growth.
•Provide guidance on accounting procedures, compliance standards, and reporting requirements.
Cross-Functional Collaboration
•Work with internal departments, external investors, legal counsel, accountants, and financial analysts on projects and initiatives.
•Serve as a key liaison for investor inquiries and financial reporting related to tax credit properties.

Additional Responsibilities
•Participate in strategic initiatives led by the Senior Vice President of Finance, I.T. & Administration and the Vice President of Finance.
•Contribute to special projects, financial modeling, and organizational development efforts.
•Perform other related duties as assigned to support the evolving needs of the organization.
Qualifications
Education and Experience
•Bachelor’s degree in Accounting, Finance, Business Administration, or a related field.
•Minimum of 3–5 years of professional experience in accounting or financial management, preferably in affordable housing, asset management, or tax credit environments.
•Experience with HUD regulations and tax credit compliance strongly preferred.
Knowledge, Skills, and Abilities
•Strong understanding of GAAP, HUD financial requirements, and asset management accounting.
•Proficiency in financial reporting, reconciliations, and variance analysis.
•Advanced knowledge of Microsoft Office Suite, especially Excel.
•Excellent written and verbal communication skills.
•Strong analytical and problem-solving abilities.
•Ability to manage multiple priorities and meet deadlines.
•Experience supervising staff and fostering team development.
•Familiarity with accounting software and financial systems.
