SUMMARY
Performs highly responsible supervisory function to administer Section 8 Housing Choice Voucher Program assistance. Takes responsibility for supervision of staff, oversight of records, completion of eligibility, and control of allocation of rent subsidies, monies expended and statistical data. Contributes towards the achievement
of authority goals.
ESSENTIAL DUTIES AND RESPONSIBILITIES

· Responsible for managing operational needs for housing inspections, and for
the administration of Section 8 housing choice voucher admission and occupancy.
Responsible for appropriate handling and timely response to all correspondence/inquires relative to area of responsibility.
Assists in establishing, updating, and enforcing of procedural manuals, rules & regulations, and other written policies for the department.
Organizes and oversees housing choice voucher program tenant briefings.
Responsible for adherence of HUD's Housing Quality Standards.
Assists in resolving landlord/tenant disputes and grievances.
Participates and develops departmental operational goals.
Investigates potential sources of funding or services and prepares an evaluation, proposal and application.
Prepares utility consumption surveys and rent reasonableness surveys.
In collaboration with the property management team, sets standards for performance, and measures success in the accomplishment of goals.
Develops and monitors appropriate mechanisms to evaluate and ensure full utilization of staff.
Assists and recommends training for staff development to foster professional and personal growth and to enhance service delivery potential; provides support, encouragement and a positive role model for employees striving for excellence and success.
Conducts staff evaluations and makes recommendations; takes corrective action where applicable.

QUALIFICATIONS

Education and/or Experience
Bachelor’s Degree (BA.).
Five (5) years of experience of managerial/supervisory business experience in the field of real estate or public housing.
Experience may be substituted for education on a year-by-year basis. Section 8 Eligibility and Rent Calculation Certification or be obtained within one year of date of hire.

SKILLS
Working knowledge of federal and state housing laws and regulations.
Working knowledge of HUD Housing Quality Standards.
