The purpose of this position is to oversee the housing department operations, programs, administration, management, development, and finances.
Essential Duties and Responsibilities:
Oversees the development and implementation of programs, policies, and procedures and directs policy development and planning.
Develops partnerships and maintains relationships with community groups, civic, media, and public.
Supervises staff by prioritizing and assigning work, conducting performance evaluations, ensuring adequate staff training and adherence to policies and procedures, and making hiring, termination, and disciplinary recommendations.
Administers and monitors the department budget, including allocating resources, approving expenditures, and overseeing grant program.
Monitors legislative program changes that affect the department activities and represents the department in contacts with legislative and client service providers.
Develops and maintains long-range plans for improving and expanding housing opportunities and plans and directs expanded quality housing programs.
Serves as contract officer for purposes of the US Department of HUD and for construction, architectural, engineering and other service contracts.
Develops strategies, plans and programs that encourage self-sufficiency of residents.

Knowledge:
Housing management operations principles and practices;
HUD systems and reporting practices and procedures;
Managerial principles;
Business administration principles;
Budgetary principles;
Public relations principles;
Finance principles;
Applicable local, state and federal laws, rules, and regulations;
Quality control processes for federal auditing purposes/standards;
Public Housing and Housing Choice Voucher programs and best practices
Licensing and Certifications:
Valid North Carolina Driver’s License
Public Housing Manager Certification or ability to obtain certification within three (3) years.
PLEASE NOTE: Applicants must meet the City's criteria for an acceptable driving record.
Working Conditions / Physical Requirements:
Positions in this class require: standing, walking, sitting, talking, hearing, fine dexterity, reaching, pushing/pulling, lifting, vision.
Sedentary Work: Exerting up to 10 pounds occasionally or negligible weights frequently; sitting most of the time.
Incumbents may be subjected to wetness and/or humidity, extreme temperature.

Communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.
Ability to interpret Housing philosophies to City authorities, public and private groups and agencies, and the general public.
Operating a computer and applicable software applications;
Required Experience
Bachelor’s Degree in Business Administration, Public Administration, Social Work, Urban or Regional Planning or related field from an accredited college or university, with at least nine (9) years of relevant and supervisory experience; or the City may consider an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
