POSITION SUMMARY

The Senior Accountant manages comprehensive accounting and financial reporting functions for assigned programs, funds, and general ledger accounts. This role ensures compliance with HUD regulations, Generally Accepted Accounting Principles (GAAP), and organizational financial policies while providing accurate, timely financial information to support operational decision-making. This position has primary responsibility for real estate development transactions and property management accounting for Tax Credit Properties and non-HANH owned real estate ventures.

ESSENTIAL FUNCTIONS

Financial Management & Reporting

  • Oversee general ledger accounting for multiple programs including Low Income Public Housing, HAP, Capital Fund, ROSS, development projects, and subsidiary organizations
  • Prepare and analyze monthly, quarterly, and year-end financial statements with budget-to-actual variance analysis
  • Monitor and ensure proper classification of all expenditures, including capital transactions
  • Perform bank reconciliations, close general ledgers, and prepare/review journal entries

Compliance & Audit Support

  • Implement accounting protocols ensuring compliance with GAAP, HUD requirements, and internal financial controls
  • Support HUD and independent audits by preparing documentation and reconciliations
  • Prepare and review federal and state tax returns and regulatory reports
  • Maintain expertise in housing, HAP, and real estate accounting regulations

Real Estate & Property Management Accounting

  • Process financial transactions for Tax Credit Properties and non-HANH owned real estate developments
  • Apply knowledge of Low Income Housing Tax Credit (IRC Section 42) and related financial reporting requirements
  • Coordinate with Connecticut Housing Finance Agency and other regulatory bodies
  • Manage complex real estate development accounting transactions

Budgeting & Cash Management

  • Collaborate with operating departments on preparation of operating, capital, and development budgets
  • Monitor cash flow and prepare LOCCS drawdowns for HUD grant programs (CGP, PHDEP)
  • Develop budget control recommendations and cost reduction strategies
  • Prepare cost allocations across multiple cost centers

Process Management & Analysis

  • Process accounts payable and non-routine transactions
  • Analyze financial results and provide strategic recommendations to improve profitability and reduce costs
  • Prepare reports, charts, and analyses for leadership and stakeholders
  • Design and implement accounting-related system improvements in collaboration with IT

Team Leadership

  • May supervise and train accounting staff
  • Collaborate with Finance Department colleagues, IT, and external stakeholders including investors, attorneys, and auditors
  • Support strategic planning and action plan initiatives
