SUMMARY
The Vice President of Housing Choice Voucher Program is a dynamic leadership position responsible for overseeing and directing the comprehensive administration and operations of both Moving to Work (MTW) and non-MTW Housing Choice Voucher (Section 8) programs. This entrepreneurial role manages Service Center operations while pursuing strategic growth opportunities, including providing consulting services, program management, or administrative support to other Housing Authorities and housing organizations. The position ensures efficient execution of voucher programs while maximizing housing opportunities for low-income families and individuals.
As an entrepreneurial leader, the Vice President is expected to identify market opportunities, develop innovative solutions, and create revenue-generating partnerships that may involve traveling to other markets, presenting to potential clients, and negotiating service agreements. Reporting directly to the Senior Vice President of HCV & Operations, this position balances traditional program administration responsibilities with forward-thinking business development initiatives while maintaining HUD compliance and optimizing program performance. The successful candidate will demonstrate both operational excellence and entrepreneurial vision to expand the division's impact in the broader housing community.
Key Responsibilities
Strategic Program Leadership and Planning
•Develop and implement comprehensive strategic plans for HCV program operations, aligning with organizational mission and HUD requirements
•Contribute to the formulation of Moving to Work Annual Plans and Annual Reports, ensuring program innovations meet regulatory standards
•Establish performance goals and objectives for the HCV Division and monitor staff performance in meeting utilization targets
•Lead program optimization initiatives to maximize voucher utilization while maintaining fiscal responsibility

•Develop strategic approaches to address housing market challenges and expand housing opportunities for program participants
Program Administration and Compliance
•Manage comprehensive HCV program operations including MTW HCV, VASH program, RAD vouchers, SRO vouchers, special allocation vouchers, and Low-Income Public Housing (LIPH) certifications.
•Direct all aspects of program administration including application intake, screening, annual and interim recertifications, and ongoing eligibility determinations.
•Ensure compliance with HUD regulations, federal requirements, HOTMA provisions, SEMAP indicators, ECC/HANH policies, and reporting obligations in HUD’s PIC/HIP systems across all program activities.
•Develop and monitor policies and procedures for successful HCV and LIPH program operations, ensuring alignment with evolving federal guidance.
•Coordinate proposed changes to the Section 8 Administrative Plan and Admissions and Continued Occupancy Policy (ACOP), incorporating HOTMA requirements, SEMAP performance standards, and PIC/HIP reporting needs, and implement policy updates effectively.
•Oversee program reporting and performance monitoring to maintain high SEMAP ratings, ensure timely and accurate LIPH certifications, and meet all HOTMA and PIC/HIP compliance requirements.
Service Center Operations Management
•Oversee Service Center operations serving as primary contact point for program participants, landlords, and vendors
•Direct customer service operations to ensure timely and accurate responses to participant and landlord inquiries
•Manage waiting list operations including online portals, lottery processes, and application processing
•Conduct briefings for potential applicants and landlords on program requirements and procedures
•Ensure data integrity and timely submission of required reports to HUD within established timeframes
Housing Quality Standards and Inspection Management
•Oversee Housing Quality Standards (HQS) and National Standards for the Physical Inspection of Real Estate (NSPIRE) inspections, including scheduling, quality control, and abatement management.
•Serve as Contract Administrator for HQS/NSPIRE inspection contracts and conduct quality assurance reviews to ensure contractor compliance.
