Job Summary

The King County Housing Authority (KCHA) is seeking a detail-oriented and people-centered Partner Resources Administrative Assistant to support the daily operations of our People & Culture team. This role is a key administrative and customer service partner, providing support across internal processes while serving as a primary point of contact for employees, applicants, residents, and members of the public.

This position is ideal for an experienced administrative professional who thrives in a fast-paced environment, enjoys balancing multiple priorities, and brings a calm, welcoming presence to every interaction. The successful candidate will provide intermediate administrative support, assist with correspondence, records, and reports, and help interpret and explain Authority processes with accuracy and care. Essential Functions

The Partner Resources Administrative Assistant will: 

Sorts and stamps outgoing mail; sorts and distributes incoming mail; manages postage machine supplies, funds, and technical support; receives, logs, and maintains records for incoming checks and distributes them to Accounting for processing. 

Manages vendor relationships, including reconciling and coding invoices. Manages Orca Card requests, including changes, distribution, and recordkeeping. 

Manages shoe voucher program for Union staff to include eligibility determination, voucher issuance, invoice reconciliation and working with shoe vendors on billing discrepancies. 

Manages employment verification requests, both verbal and written. Assists with reviewing and approving unemployment requests in partnership with the People & Culture leadership. 

Coordinates with the Learning & Development and Recruitment teams to support NEOP activities, including ordering and managing new-hire materials. 

Orders Labor Law posters and distributes them to all KCHA sites to ensure compliance with federal and state regulations. 

Maintains and requests files with the Iron Mountain vendor as part of records management. Coordinates the gathering of documents for Public Records requests working in partnership with the Support Services. 

Utilizes HRIS and recruitment systems to input and maintain data. Creates and maintains the People & Culture HomeBase (SharePoint) site for benefits, Partner Resources, Inclusive Outcomes, Recruitment EthicsPoint, Accentra Health, and special events.

Assists with employee change transactions and personnel file management; creates, maintains, digitizes, and manages employee records for hires, terminations, I-9s, benefits, and other personnel documents while maintaining confidentiality; maintains digital personnel files in compliance with regulations and policy; processes termination documents.

Reviews and distributes the monthly Performance Employee Appraisal Report to managers. 

Supports visitor management in collaboration with the Safety and Security team as a backup for KCHA staff, residents, officials, and the general public; greets and directs visitors for People & Culture appointments. Acts as backup for ID badge creation, activation, and replacement; orders badge supplies; troubleshoots ID badge printer and software. 

Responds to inquiries from employees, applicants, officials, residents, and community representatives by phone, email and IM. 

Supports various employee programs and represents People & Culture in agency-wide initiatives. 

Updates the Partner Resources manual as needed. 

Serves as a member representing People & Culture on at least one KCHA employee committee. 

Coordinates employee engagement events with the CEO/President, including ordering supplies, scheduling, sending invitations and reminders, and reserving conference rooms. 

Serves as administrator for the Effectiff translation services platform. 

Performs a wide variety of data entry and file maintenance across systems including HRIS, OnBase, and HomeBase (SharePoint). Creates and maintains Organizational Charts.

Orders and maintains office supply inventory for the department. Support and help maintain conference rooms for People & Culture meetings and events.

 

Qualifications and Competencies

Required Qualifications:

High school Diploma or GED AND

Moderate experience providing office and/or administrative support OR

An equivalent combination of experience and education that provides the necessary knowledge, skills, and abilities to perform the essential functions of this position.

Required Knowledge, Skills and Abilities:

Demonstrated experience maintaining records (manual and electronic) and performing data entry with a high level of accuracy and attention to detail. 

Commitment to providing high-quality customer service to internal and external stakeholders, ensuring timely responses and positive, professional interactions; Ability to work effectively with individuals of diverse cultural, ethnic, and socioeconomic backgrounds.

Ability to handle resident and customer interactions with courtesy, tact, discretion, and sensitivity to the issues involved.

Proficiency with Microsoft Office applications, including Word, Excel, Outlook, and database software; knowledge of standard office practices, procedures, and equipment.

Clearly and effectively communicates both verbally and in writing by actively listening and sharing relevant information.

Strong organizational skills including prioritizing, ensuring accuracy, multi-tasking, and handling interruptions appropriately; ensures assignments are completed in a timely and effective manner.

Ability to communicate clearly and effectively both verbally and in writing, including active listening and attention to spelling, grammar, and punctuation.

Ability to work effectively and positively with individuals of diverse cultural and socioeconomic backgrounds.

Ability and desire to work cooperatively as part of a team and to establish and maintain effective working relationships with coworkers, management, community and business partners, landlords, vendors, outside agencies, and the general public.

Ability to exercise sound judgment, analyze situations, think critically and creatively, and make timely, well-reasoned decisions.

Position will require travel off-site for KCHA business needs.  The successful candidate will need to have access to reliable transportation to meet the business needs of the Agency.

Salary & Benefits:
The starting salary range for this position is $33.00 - $37.00 annually dependent on qualifications and professional experience. The complete salary range for this position is $33.00 - $42.88 annually. Performance based merit increase opportunities and COLAs are reviewed on an annual basis.
